Law What is considered public view

I looked up the conditions and considerations I should be making when growing outside (in Oregon). We live on a private golf course. So if it is in view of the golfers, would that be considered in view of the public even though the golf course is private and only members can use it? Not quite clear on this. This would be in the back yard, not in view of the public street. Would appreciate some perspective on this.

They have the same clause here in Montana.
Here it says it has to be blocked from physical view by fence or wall with a locked gate.......idiots.
